No, the GripGrab Toe Covers are only meant to be used with road cycling shoes.
Are these covers warm enough to be used in winter?

No, they are not warm enough to be worn on their own in winter. They are designed for dry but windy days in spring and autumn. You can also wear them underneath neoprene shoe covers for added insulation in winter.
Are the Toe Covers wind- and waterproof?

They are windproof, but not waterproof. Waterproof toe covers also wouldn't make much sense, as they only cover the toes and not the entire shoe.
